Fog Shift

Vanish in a puff of fog and step out at the spot you are aiming at, up to 40 blocks away. Everyone within several blocks of where you land is confused, darkened, grounded and weakened for several seconds, and seized by a surge of Terror. With no spot in your sights, only a quarter of the cooldown is spent.
